45% of civil servants in Israel earn wages lower than average, and 35% of them receive stipends bringing their wages up to minimum wage (Hebrew). This information transpires from a document about record-holders in low public sector wages, published by Treasury Wage Chief, Ilan Levin. The Treasury is reuiqred to publish this report under a law initiated by Knesset Member Shelly Yechimovich (Labor). Yechimovich states that the Wage Chief “chose to bury the data about people receiving low wages.” The Treasury refused, among other things, to include service vendors in the report. Such personnel outsourcing companies employ many of the people employed in the public sector.
