The Ministry of Welfare and Social Services did not transfer the funds promised to the Association of Rape Crisis Centers in Israel (ARCCI) in the 2012 budget, even though half of the year has already passed.  In addition, the failure to convene the inter-ministerial committee which decides which organizations receive financial support, will delay the budget transfer for at least another month and a half, and the rape crisis centers are claiming that the current situation harms their operations and does not allow them to open new workshops for rape victims. A committee in the Ministry of Welfare and Social Services has repeatedly denied Yaakov Hassan, a prisoner convicted of murder and incarcerated for the past 26 years, his furlough requests, even though the relevant Prison Service committee approved a furlough more than six years ago, saying his behavior was acceptable.  The reason provided for the refusal in 2006 was that Hassan might pose a threat to his wife, who died in 1987.
