A report published by human rights organization Yesh Din, titled “Alleged Investigation: The Failure of Investigations Into Offenses Committed by IDF Soldiers Against Palestinians,” reveals a series of systemic failures which prevent a proper investigation of offenses allegedly committed by soldiers against Palestinians.  The report shows that between the years 2000-2010 the Military Police Criminal Investigations Department received 3,150 complaints of offenses by soldiers against Palestinians and their property, of which 39% did not lead to an investigation at all.  In addition, out of 1,949 investigations, only 112 led to indictments being filed, which represent only 3.5% of all complaints, and 6% of investigations opened.
