According to the State Comptroller’s Report on local councils, transferring services to the hands of municipal corporations has become “a means to circumvent the rules of proper administration, including avoidance of the rules requiring tenders, cronyism and the distancing of the local council’s activities from effective oversight and supervision.” (Haaretz)

The police investigation of last year’s Carmel fire did not investigate the functioning of the police officers and commanders during the event, or the cooperation between the police department and other agencies, such as the fire services, prison service and local councils.  A team from the fraud division checked the radio recordings and interviewed the police officers on the scene, but not their commanding officers.  The investigative team was set up in the Northern District Fraud Division, under the command of Superintendent Aaron Gal-Or.

The Knesset (Israeli parliament) yesterday approved in first reading a new bill, which allows the Minister of Religious Services to increase the share of the Local Council in the funding of its own Council of Religions. The bill does not require the increase to be approved by the Finance Committee of the Knesset, or even to consult the local municipality. The bill will be brought for second and third hearing tonight (while many Knesset Members will be absent).
