The Ministerial Committee for Legislative Affairs approved the bills by Members of Knesset Ophir Akunis (Likud) and Faina Kirschenbaum (Israel Beitenu) regarding donations to left-wing non-profit organizations (Hebrew source.)  Akunis’s bill would forbid non-profits from accepting a donation of more than 20,000 NIS a year from a foreign state.  The bill is supported by Prime Minister Benjamin Netanyahu.  Kirschenbaum’s bill would impose a 40% tax on donations to non-profits from foreign states.  The Attorney General has expressed opposition to MK Akunis’s bill on grounds of unconstitutionality (Hebrew source.)

According to a bill offered by MK Faina Kirschenbaum (Israel Beitenu) Israel will collect 45% tax on contributions for NGOs from foreign states. NGOs working on education and welfare will be excluded from this high tax. The explanatory notes to the bill state that “Some organizations in Israel are devoted to denounce the State of Israel to the world, and work towards having the IDF soldiers and officers persecuted, while violating their reputation”.

MK Faina Kirschenbaum (Yisrael Beitenu) will promote the vote on the establishment of a parliamentary committee of inquiry of the organizations that passed information on to Richard Goldstone, following Goldstone’s recent expression of reservations regarding his own report.

A bill proposed by Yisrael Beiteinu MK Faina Kirschenbaum would stop the state from participating in subsidizing tuition for any individual who has not completed a military service or the alternative civilian service.
