The electronic shackling program, which has been operating in Israel for five years, is run without organized legislation and dangerous prisoners and detainies ignore their shackle and evade oversight. Among other people released in this manner are members of crime families, murderers, and rapists. When they violate the terms of their release, many weeks are required to deny them the right to take part in the project and there is no limitation on the time permitted for use of the shackle.
