A new report by human rights organization, Amnesty International, documents violations of human rights related to administrative detention and claims that administrative detainees were subject to torture and abuse during their investigation, as well as to humiliation and cruelty during their detention, often as punishment for holding a hunger strike.  The report further claims that Israel denied the detainees family visits, forcibly transferred, deported and/or placed some of them in solitary confinement.

Amnesty International’s annual report criticized Israeli policy on a number of matters. According to the report:
  • Due to the closure imposed on the Gaza Strip for four years now, 4 of every 5 Palestinians requires humanitarian aid. The NGO argues that the closure is collective punishment and breaches international law.
  • During 2010, Israel demolished 431 houses in East Jerusalem and the West Bank, a 59% increase compared to 2009.

Amnesty International’s annual report criticized Israel regarding a number of issues concerning military and security forces. According to the report:
  • 33 Palestinians, including 8 children, were killed on the West Bank by IDF gunfire during 2010. 15 people, including 4 children, were killed in the vicinity of the border fence around the Gaza Strip.
  • 264 Palestinians were subject to administrative detention orders during 2010, some of them remaining in detention for over two years. 680 Palestinian detainees were denied family visits, some of them for as long as three years.
  • In some of the cases, Palestinian detainees were not given the possibility to meet with an attorney.
  • A number of detainees reported being tortured while detained in Israel. One, a 15-year-old youth, said he was interrogated for six days and tortured with electric shocks.
