State Comptroller, Micha Lindenstrauss, states in his annual report that “there is severe occupancy hardship in public hospitals. Due to the increasing workload on medical stuff in internal wards, there is concern that the treatment given there may be negligent.” According to the report, the average occupancy in the internal wards in 2009 was about 99 percent, and sometimes even reached 150 percent.
