Israel is considering punitive measures towards the Palestinian Authority, after the UN Human Rights Council decided to form an internationl committee to investigate the Israeli settlements in the West Bank, a decision proposed and advanced by the PA. According to a high-ranked Israeli official, at least three ministers of the eight-minister forum support freezing the Palestinian tax revenues collected by Israel for the PA – Minister of Foreign Affairs Avigdor Lieberman (Yisrael Beiteinu), Minister of Finance Yuval Steinitz (Likud) and Minister of Strategic Affairs Moshe Yaalon (Likud).

According to a new initiative presented by MK Alex Miller (Yisrael Beitenu), the Minister of Public Security will be able to preventively detain a soccer fan, if he or she is expected to riot during their team’s game. According to the proposal, the police would be able to detain fans without bringing them to court, the administrative detention period would be shorter than that of a security detainee’s, the police will ould not be allowed to “make the fan disappear” and the detainee would be able to contact family and lawyers during detention.

On Sunday The Ministerial Committe for Legislative Affairs will discuss a bill put forward by MKs Yaakov Katz (National Union), Yariv Levin (Likud), and David Rotem (Yisrael Beiteinu), which would anchor the State’s obligation to invest in expanding settlements in the framework of their “natural growth”.  According to the bill, The Ministers of Defense and Housing will be obligated to annually publish tenders for the construction of housing units in the ten largest settlements in the West Bank.

According to a bill offered by MK Faina Kirschenbaum (Israel Beitenu) Israel will collect 45% tax on contributions for NGOs from foreign states. NGOs working on education and welfare will be excluded from this high tax. The explanatory notes to the bill state that “Some organizations in Israel are devoted to denounce the State of Israel to the world, and work towards having the IDF soldiers and officers persecuted, while violating their reputation”.

Although Foreign Minister Avigdor Lieberman (Yisrael Beiteinu) claimed his Brussels talks on Israel-EU relations as a success, the summary published by the the European Union included reprimands and condemnations of Israel. The EU criticized efforts personally led by Lieberman especially sharply, such as the parliamentary  committee of inquiry for human rights NGOs.

Deputy Foreign Minister Danny Ayalon (Yisrael Beiteinu) announced that all new Foreign Ministry ambassadors and cadets will be required to visit the Cave of the Patriarchs and “Jewish heritage sites” on the West Bank. The ambassadors and cadets will be guided, amongst others, by settlers of Kiryat Arba.

A bill proposed by Yisrael Beiteinu MK Faina Kirschenbaum would stop the state from participating in subsidizing tuition for any individual who has not completed a military service or the alternative civilian service.
