The Minister of Education, Gideon Saar, plans to set-up a special committee to determine whether to allow the opening of new Political Science departments in universities.

Although the students rights law states that “all students have the right to organise and protest on any subject or issue, including those regarding students and their rights, according to the rules in each institution’s internal bylaws,” in practice the internal bylaws of universities give them the power to prevent almost all public activities by students. The bylaws of Haifa University, Bar Ilan University and the Hebrew University state that the Chairman can suspend all activities for a limited time, and that all public activities will be held at the time and place approved by the university.

The most recently passed Appropriations Act includes provisions stating that scholarships given to students or researchers will be taxed at 25% unless paid by the institute of learning and research (Hebrew).
