The Law and Justice Committee of the Knesset approved (Hebrew) The “Qaadan bypass law”, which allows settlements with less than 500 families to create an “acceptance committee”, which will filter new residents-to-be who “do not meet the criteria of the settlement’s character”. The bill was tabled about a decade after the Supreme Court of Justice forced the settlement Katzir to accept the Qaadan family to the settlement.

[Edited to add:] The word “settlement” here refers to any town or village, and specifically targets towns inside Israel. It does not imply location in the OPT.
