The Housing and Construction Ministry, Israel Lands Administration and Jerusalem municipality are trying to dramatically short-circuit the issuing of construction tenders for 1,500 housing units in the capital’s Ramat Shlomo neighborhood, the focus of international censure, so they can begin marketing the project before the January 22 elections.

Minister without portfolio Meshulam Nahari (Shas) secured millions of Shekels in state funds without a tender for El Hama’ayan, a cultural organization operated by his party.  The chairman of the tenders committee in the Prime Minister’s Office which approved the transfer of funds is PMO Deputy Director-General Ran Yishai, cousin of Shas chairman and Interior Minister Eli Yishai. According to the State Comptroller’s Report on local councils, transferring services to the hands of municipal corporations has become “a means to circumvent the rules of proper administration, including avoidance of the rules requiring tenders, cronyism and the distancing of the local council’s activities from effective oversight and supervision.” (Haaretz)

Deputy Attorney General summoned the Minister of Housing and Construction, Ariel Atias, and his assistant, Benny Dreyfus, for a clarification discussion, following the intervention of the Minister Atias in tenders of the Israel Land Administration. This is in contrast with procedures that state that the Minister can intervene only in policy making, and not in deals involving specific persons.

State Comptroller, Micha Lindenstrauss, states in his annual report that hospitals in the center of the country receive ten times more donations than those in the periphery. The report states that the donors are those who set the agenda on construction and manpower needs of the health system, since there is no master plan by the Ministry of Health. The report also states that the Friends of the Hospital bodies get permits to build in hospital areas without a tender, which is against the law. The fact that the donations are not pre-approved by the government is another violation of the law.

The Israel Land Authority has been transferring properties in the Silwan neighborhood in Occupied East Jerusalem to the ELAD and Ateret Cohanim associations at low prices, without offering them up for competitive bidding, as required by law (English).
