According to the State Comptroller’s Report on local councils, transferring services to the hands of municipal corporations has become “a means to circumvent the rules of proper administration, including avoidance of the rules requiring tenders, cronyism and the distancing of the local council’s activities from effective oversight and supervision.” (Haaretz)

The State Comptroller, retired judge Yosef Shapira, faults elected officials and public servants with meddling in the work of municipal prosecutors’ departments.  Among the cities in which these violations occured are Nazereth-Illit, Carmiel, and Beer-Sheva. (Haaretz)
