An IDF inquiry found that teenagers from Yitzhar tied up and hit a Palestinian man shot by one of the members of the settlement’s emergency squad. A senior officer with the Judea and Samaria Division said that the justification for shooting was a borderline case – the Palestinian carried a knife but was too far away from the settlers to present a clear and immediate threat.

An Israeli settler shot and wounded a Palestinian man at Orif village, near the northern West Bank city of Nablus. The Palestinian was shot in the stomach  and taken to the hospital.

A Palestinian from the village of Burka was shot by settlers from the outpost of Oz Zion during a confrontation between settlers and Palestinians on Saturday.

Two Arab Israeli brothers from the northern village of Kfar Kana were charged at the Nazareth District Court with assisting a Hamas terror cell from the West Bank in plotting lethal bombing and shooting attacks on Israelis. Police and Shin Bet [?] say the two men confessed during questioning that they joined a Hamas cell based in the West Bank and had planned on carrying out terrorist attacks.

An Israeli citizen was killed and three more injured following an incident in which soldiers fired at an Israeli car in the South Hebron Hills.  Rabbi Dan Mertzbach was on his way to pray at the Cave of the Patriarchs when he was shot dead.  The soldiers signaled for the car to stop, and after Mr. Mertzbach failed to do so one of the soldiers fired eight bullets at him.  According to a senior source in the IDF’s Central Command, following the shooting the soldier ran towards the car and was hit by a Palestinian truck.  According to the IDF’s rules of engagement for the West Bank, shooting at a moving vehicle is forbidden.

Police: November 4th, 2010

An Atlit taxi driver was shot to death (Hebrew) by a patrol cop, who was called to Nahal Dahlia St. in the town following a report of domestic violence. According to the cop, the taxi driver tried to run him over. The cop, Aviad Cohen, enjoy the support of the police, even though in the last few years three charges, all of them for violence, were brought against him and closed (Hebrew). Two years ago, he went on an independent chase of a bike-riding student, ran him over and severely wounded him. Even though the student was invalided as a result, the case never made it to internal affairs.
