State Comptroller’s report describes a number shortcomings in the functioning of the Municipality of Elad. Among other things, the report states that the municipality acted against the law and rules of proper governance, such as granting compensation and Benefits to employees at the office of the mayor, Mr. Yitzchak Idan.

The Chairperson of the Planning Administration in the Ministry of Interior, Binat Shwartz, who ruled in favor of Israel Railways in its conflict with the Municipality of Haifa regarding the electrification of the rail system, served until recently as a project director on behalf of Israel Railways.

The State Comptroller, Justice (ret.) Micha Lindenstrauss, determined that Prof. Baruch Nevo, a member of the Council for Higher Education, was acting in a severe conflict of interest in violation of proper governance.  In addition, the comptroller determined that Prof. Nevo gave false information in order to be admitted to the council.  Despite the ruling, the Minister of Education, Gideon Saar, who heads the council, refrained from terminating Prof. Nevo’s tenure as a member of the council.
