Severe security breaches have been discovered in an IDF base in the West Bank: holes in the fence, shortage of night-vision goggles in guard towers, unsecured code maps, ammunition and grenades scattered unattended throughout the base, an unlocked ammunition bunker, and a manual gate instead of an electric one.

Following a negligent investigation of a violent rape in the South Hebron Hills the wrong person, a 16 year old Palestinian, was arrested and held for five months. Shai Police District arrested the youth even though an eyewitness denied his involvement, he did not match DNA from the crime scene, and no effort was made to track the victim’s stolen cell phone. Only when the case came to trial did a military judge order the police to continue their investigation, which eventually led to the arrest of the suspected perpetrators and the release of the 16 year old shepherd. A reserve soldier serving near the Ketziot Detention Facility claims that he has witnessed cases in which inflitrators brought to the nearby army base were abandoned in the sun without any food. According to soldiers in the field, the commanding officer in charge of them is a young man who went home for the weekend.

Local Government: November 17,2011
Magistrate Court Judge, Gad Ehrenberg, ruled that the Jerusalem Municipality will pay over $260,000 damages and over $50,000 expenses due to its failure to supervise the adoption of three children in a foster family. Due to this negligence, the oldest daughter suffered sexual and physical abuse.
