State Comptroller Micha Lindenstrauss, decided to ”thoroughly” check the conduct of the Labor Party, after its leaders had failed until today to provide him with the voters list, in violation of the law. According to the Parties Law, the Labor Party was to deliver the complete voters list to the Comptroller at least 20 days before the election.

State Comptroller Micha Lindenstrauss, delivered a special report to Finance Minister Yuval Steinitz, regarding an alleged conflict of interest by the former. In May of 2010 Steinitz granted permits to bring 630 foreign workers for ”Shapir Engineering”, a contractor for which Gary Hakim, Steinitz’ brother-in-law, is a regulation consultant and a lobbyist. The act of granting the permits was against the will of officials in the Ministry.

State Comptroller, Micha Lindenstrauss, in his annual report sharply criticized the Ministry of Defense, the GOC Army Headquarters of the IDF (“Mazi”), and the Technological and Logistics Directorate of the IDF, for their contacts with private companies. According to the report, senior officials and officers privatized military activities, and hired a private company to do the job, while unlawfully employing service persons by the company. The report refers to the years 2008 and 2010.

State Comptroller, Micha Lindenstrauss, states in his annual report that the Ministry of Industry, Trade and Labor failed to do enough to increase the number of certified day care centers. He said, that “it must be taken seriously that the department of day care centers did not act to supervise the centers, which can be considered negligence towards parents and their children, who rely on the authorities on this matter.”

According to the report, many citizens who are entitled to subsidized day care centers, were left without a solution, which compromised their ability to seek employment. The lack of certified day care centers is especially prominent in the Arab sector, which has only 2.5 percent of all certified centers, while 27 percent of all infants are in this sector.

State Comptroller, Micha Lindenstrauss, states in his annual report, that while various sectors in society do not pay the full tax they owe, the tax authority is negligent. Individuals who got away from paying taxes, also avoided confiscation by the Execution Office, due to deficiencies in the work of the tax authority. Among other things, confiscators failed to go after debtors who lived in certain areas, for fear of violent reaction; and sometimes they were dispatched to the wrong address, due to outdated records.

State Comptroller, Micha Lindenstrauss, states in his annual report that the true value of assets held by the State does not match the official reports, and that the government did not report to the public, and sometimes does not even know, the true value of its assets. The report further states revealed that the process of allocating and registering assets such as facilities and vehicles is flawed, and it is difficult to tell who uses those assets. The Comptroller said that his stuff had already commented 5 years ago on the inaccuracy of asset registration, and the fact that the deficiencies have not been corrected indicates “bad conduct of the Accountant General and government offices.”

State Comptroller, Micha Lindenstrauss, states in his annual report that the ultra-orthodox sector of the education system discriminates against students of Mizrachi descend. The report states that, among other issues, high schools for girls in the ultra-orthodox sector have quota for students from Sefaradi families. Although the Ministry of Education in 2006 directed 60 ultra-Orthodox schools to change some of the admission rules, the rules were not changed, and the Ministry did not follow up on the directions.

State Comptroller Michal Lindenstrauss has issued a report examining the appointment processes for senior ranks of military officers. According to the report, senior officers have not been appropriately trained and were appointed primarily for their personal relationships with the Chief of Staff and the Minister of Defense. The report further states that the Israeli army does not meet its own criteria for hiring senior officers, and appointment of generals is neither documented nor run under clear and transparent rules.
