Chairman of the Knesset’s Constitution, Law and Justice Committee, MK David Rotem (Yisrael Beitenu), has asked the Central Elections Committee to bar Arab party Balad from the forthcoming elections to the 19th Knesset.  MKs Michael Ben-Ari and Aryeh Eldad (Otzma LeYisrael) asked to bar both Balad and Ra’am-Ta’al, another Arab party, while MK Ofir Akunis (Likud) has asked that MK Hanin Zo’abi (Balad) be disqualified as a candidate. MK David Rotem (Yisrael Beitenu), Chairman of the Knesset’s Constitution, Law and Justice Committee, held a vote in committee to extend the terms of Israel’s chief rabbis by three months, even though the panel’s legal adviser said the vote was illegal. (Haaretz)

The Knesset’s Labor and Welfare Committee approved for second and third reading a bill proposed by MK David Rotem (Yisrael Beitenu), chairman of the Constitution, Law and Justice Committee, and MK Robert Ilatov (Yisrael Beitenu).  The proposed bill would halve the national security stipend of Israeli citizens convicted of terrorism and jailed for more than 10 years.

During a discussion at the Knesset’s Constitution, Law, and Justice Committee on law enforcement in the occupied territories, Commander Haim Rahamim, head of the investigations and intelligence wing of the Judea and Samaria Police District in the West Bank, said that 228 incidents of attacks against security forces by right-wing activists were recorded in the past year in the West Bank – not including verbal threats – and that dozens of mosques were torched.  65 indictments were served against right-wing activists for assault and vandalism, and 10 people were arrested for mosque torching, but they were released without an indictment beings served.  According to Rahamim, the police “has a problem with gathering evidence due to the locations where the crimes are committed.”

The Knesset’s Constitution, Law and Justice Committee approved for second and third readings a legislative bill annulling the results of the election for the Justice Selection Committee held by the Israel Bar Association last month.  Attorney Orit Koren, the deputy Attorney-General, warned during the committee meeting that “the Knesset is abusing its legislative powers.”

Minister of the Interior, Eli Yishai (Shas), asked the Knesset’s Constitution Law and Justice Committee to approve regulations whereby Social Security benefits and voting rights will be denied to a citizen who does not renew his national identity card to the new biometric card.  According to the new regulations, citizens will be required to renew their identity card every 10-15 years.

During the deliberations in the Knesset’s Constitution, Law and Justice Committee regarding the bill to change the composition of the Judicial Selection Committee, a vote was taken on the bill after it was surprisingly changed at the last minute; no discussion was held on the new version of the bill.  During the heated debate that unfolded, five opposition MKs were thrown out of the room and committee chairman MK David Rotem (Yisrael Beitenu) even went so far as to tell MK Zehava Gal-On (Meretz): “Get out of here, you’re not even an animal”.
