The Ministerial Committee for Legislation is due to discuss Sunday a bill that would legalize construction on private Palestinian land. According to the bill, initiated by Habayit Hayehudi MK Zevulun Orlev, Palestinian owners could not demand the clearing of residential construction on their land if they failed to claim it for 4 years since the construction’s conclusion. The bill would allow the court to compensate the claimant or provide him with an alternative tract of land that would both be nearby and of equal value.

Representatives of the illegal outposts in Judea and Samaria, designated for demolition, sent to Prime Minister Benjamin Netanyahu, as well as to government ministers, an expert opinion by attorney Yaakov Weinroth, saying that the law does not require to demolish structures built on private land, if landlords do not demand the evacuation. According to the statement, it is sufficient to provide financial compensation to the landowners, due to the fact that the outposts were built in good faith.

The State Attorney notified the High Court of Justice that it will only complete its handling of the Amona outpost dismantlement in December 31, 2012. The State Attorney’s statement says that demolition of illegal structures in the West Bank has diplomatic implications, and therefore political consideration influence law enforcement in the area.

In response to Barack Obama, President of the USA’s speech, settlers established illegal outposts in the Binyamin area and near Maale Edomim, and they are expected to establish another illegal outpost in the Hebron area. Right-wing activist Itamar Ben Gvir stated on the matter: “With all due respect to Obama’s speech, if they want to eventually know what is going to happen in the region, it is the young men and women of the outposts in Judea and Samaria who will determine the facts on the ground.”

PM Benjamin Netanyahu determined that there is no obstacle to retroactively authorize illegal outposts built on state lands on the West Bank. The authorization can be done by the Minister of Defense signing off on plans to construct a city and construction permits for the buildings that have already been constructed.
