Although the students rights law states that “all students have the right to organise and protest on any subject or issue, including those regarding students and their rights, according to the rules in each institution’s internal bylaws,” in practice the internal bylaws of universities give them the power to prevent almost all public activities by students. The bylaws of Haifa University, Bar Ilan University and the Hebrew University state that the Chairman can suspend all activities for a limited time, and that all public activities will be held at the time and place approved by the university.

The Transportation Ministry has ordered the student union at the Hebrew University to discontinue the shuttle service from the dormitories to the city center on Friday evenings.
In a Jerusalem Hebrew University sports facility, women were asked to leave and stay outside, while men were swimming in the pool. On the other hand, while there are women only in the pool, men are allowed to go in.
Students residing in the Hebrew University’s dorms at Hagiv’a HaTsarfatit neighborhood in Jerusalem are working on a special shuttle service for students, which will run on Friday evenings. Elements within the ultra-orthodox Jewish community said in response: “Anybody who’ll use these shuttles – his blood shall be upon his head”.
