The Rehabilitation Works Fund has been withholding the wages of 2,500 handicapped people for the past few weeks. The fund operates as a public trust sponsored by the Ministry of Social Affairs and provides services to thousands of handicapped people, and operates diagnostic and rehabilitation centers. It has encountered a severe budget deficit of 20 million Shekels, and has therefore withheld the wages of the 600 councilors who work with the handicapped.

Disabled IDF veterans entitled to cars for handicapped persons were warned by the Ministry of Defense that if they did not return the vehicles given to them by the state for a limited period they would be fined NIS 500 per day directly from their monthly allowance.

Three years following a harsh report by the State Comptroller who found a long list of flaws in the provision of rehabilitation and mobility equipment to the disabled, the main flaws still exist, as are the promises of the Ministry of Health to improve its services. Receiving aid from the ministry still requires filling out numerous forms about the applicant’s health and income; there is a lack of manpower in the relevant bureaus; receiving a wheelchair or prosthetic leg might depend not only on the applicant’s need, but also on the existence of funds in the health bureau’s budget. In many cases applicants are referred to privately funded associations such as Yad Sarah or Ezer MiZion.

According to a report of Machsom Watch, 52 Palestinians have been arrested in the village of Awarta, near the settlement of Itamar, since the attack in the settlement, and their families do not know their whereabouts since. The report also indicates the soldiers damaged the houses they entered: “they broke furniture, smashed appliances, destroyed valuables, tossed the content of closets around the whole house, and even broke down walls”. The soldiers also humiliated a handicapped Palestinian who lives alone, and ate from the food-stores of Palestinian families.

A Finance Ministry representative said during a discussion of the Knesset Committee for Immigration, Absorption and Diaspora Affairs that the ministry plans to increase the rent paid by the elderly, the disabled and the Holocaust refugees, to about 10% of their income, compared to the 8% they currently pay. The rent is expected to rise by about 70 shekels for most of them. According to the assistant of Committee Chair MK Danny Danon (Likkud), the Ministry of Construction and Housing was prepared to cancel the raise, but the Ministry of Finance insisted on it.
