After a court ordered the release from detention of Yutback Dangyut, a 28 year old asylum seeker from South Sudan, the Israel Population and Immigration Authority decided to exploit a week-long delay given by the court for the state to appeal the decision in order to try and deport Dangyut. According to residents and observers in the city of Hebron, the treatment of Palestinians by IDF soldiers has deteriorated since the Golani brigade took control of the area in December. According to residents and observers, this deterioration includes prolonged and spiteful delays at military barriers that connect the part of the city where Jewish settlers live and the other parts of Hebron (H1), insistence on searching children’s school bags, bothering children returning from school, beating people, and detaining activists.

Internal Security: February 10, 2012
Yasin Da’du’ from the village of al-Khadr, and Suad and Fatma Sand of Artas, filed a complaint to the police department of Kiryat Arba, claiming that they were beaten by settlers. The three were then detained on suspicion of attacking the settlers. According to the three, the ‘Women in Green’ organization and other settlers had been planting plants in their land, and acted violently towards them.

Immigration inspectors arrested Geraldine Belingui, the 3 year-old daughter of an illegal immigrant. Geraldine was on her way to celebrate her 3rd birthday. MK Ilan Gilon (Meretz) was refused access to the detention center where the child was held and his aide was arrested on suspicion of vandalism. The Administration of Border Crossings, Population and Immigration said that the child’s father went back to the Philippines. The mother’s friends say that her husband is still in Israel.

Military and Security Forces: January 4, 2012
Security forces arrested Muhammad Dirbas, a 6 year-old resident of the village of al-Issawiya in northern East Jerusalem. Only after being questioned for four hours was the boy’s grandfather allowed to collect him from the police station.

Internal Security: December 24, 2011
Three Palestinians say they were attacked by a settler near the Cave of the Patriarchs in Hebron. The Palestinians turned to border police standing nearby for help. One Druze police officer attempted to arrest the attacker, but a group of settlers prevented this and helped the attacker escape. Following the disturbance the policemen finally arrested the Palestinians, banging the head of one of them against an iron door. The Palestinians were detained and they say they were also beaten on the way to the police station.

Police: June 28, 2011
A number of decisions taken recently in the Tel Aviv Magistrate’s Court, and correspondence between the court administration, the police and the Minister of Justice, show that the police is in the habit of holding detainees for the night, although they can be released on bail at the police station. This occurs due to the lack of an orderly mechanism for police to collect bail money.
