The Education Ministry has neglected to translate the material for its new civics curriculum into Arabic, Israel’s second official language, even though all schools have been required to teach it since the start of the current school year and students will be tested on it in the matriculation exam given this summer.

A new high school civics textbook portrays immigrants from the former Soviet Union as immigrating for mainly financial purposes and as Christians or having no religion.  These claims are not backed by any statistical facts. (Arutz Sheva)

Director of the State-Religious department in the Ministry of Education, Rabbi Avraham Lifshitz, said that the instructors of Civics teachers in the religious education system must belong to the Religious Zionism, and not be secular.

A hundred or so high school level civics teachers, both Jewish and Arab, have signed a petition demanding that racism be driven out of schools, and called on Minister of Education Gideon Sa’ar “to speak out, loud and clear, against any type of racist expression.” “We can no longer be silent in light of the increasing incidence of expressions of racism and the denial of the rights of the Other – whoever that Other may be: Arabs, immigrants from Ethiopia or Russia, homosexuals and labor migrants,” states the petition. Based on a survey of 500 young Israelis, between the ages of 15 and 18, 64 percent of respondents said that the state does not grant fully equal rights to the Arabs in Israel. Of that group, 59% said that the state should not grant equal rights to Arabs. 27 percent of the youth support the prosecution of people who object to Israel being a Jewish and Democratic state, and 41 percent support the denial of their citizenship.

The Ministry of Education has cut most of the budget for enhanced civics study. The budget that was thus freed up will be transferred for the instruction of Jewish subjects, under directive from Zvi Zameret, chair of the Pedagogical Council of the Ministry of Education. The Ministry of Education refused to give exact details about the scope of the cutback, but a Haaretz investigation shows that only one third of approximately 60 schools that had met the criteria for that support will indeed receive it.

The Ministry of Education has instructed that the primary civics textbook used in Israel be rewritten. According to Ministry sources Zvi Zameret, Chair of the Pedagogic Council for the Ministry, said that the book “deals too much with criticism of the state,” and “gives the feelign that everything is bad with the Arabs”. Zameret was involved in writing the Institute for Zionist Strategy report that criticized civics instruction in Israel.
