The Jerusalem District Planning and Construction Committee, produced a plan to build a new national park on Mount Scopus. According to Palestinian residents and left-wing activists, the sole purpose of the plan is to prevent the development of two Palestinian neighborhoods in East Jerusalem, Isawiya and At-Tur, and to enable the establishment of a new Jewish settlement.

The Jerusalem District Planning and Construction Committee, under the Ministry of Interior, approved a plan to build a national park on the slopes of Mount Scopus. According to the plan, the park will be built close to “E-1 Plan” area, which is the buffer zone separating Jerusalem and the city of Ma’ale Edomim,.

The plan prevents the expansion of Arab neighborhoods Isawiya and At-Tur. The aim of the plan is to create a physical link between Ma’ale Edomim and Jerusalem, and to disconnect East Jerusalem from the West Bank.
